    WHEREAS, the City of Plattsburgh’s plans to submit a Consolidated Funding to NYSHCR’s Community Development Block Grant-Public Infrastructure grant “Mitigation of the City of Plattsburgh’s Water Resource and Recovery Facility” as well as a CDBG Main Street Anchor Grant “Facility Upgrades to the Train Station”; and WHEREAS, a public hearing consistent with Federal Requirements found in 24 CFR 570.486 is required prior to the submittal of the grant applications under the Community Development Block Grant Program (CDBG) administered by NYSHCR to seek direction and comments on the application
