(PLATTSBURGH- Friday April 21, 2023) - On Thursday night, the City of Plattsburgh’s Common Council approved temporary changes to parking enforcement in the Arnie Pavone, Court Street, and City Hall Place parking lots. For the duration of major construction activities on Margaret Street, Court Street, and Brinkerhoff Street this summer and fall, the collection of all hourly parking fees in those three lots has been suspended and all spaces in those lots will be free, two-hour time limit parking, Monday through Friday from 8:00 a.m. to 4:00 p.m. Those with City-issued annual and semi-annual downtown parking permits may continue to park in those three lots and are exempt from the two-hour time limit. Parking enforcement in the North Durkee Street lot, South Durkee Street lot, Broad Street lot, and the Clinton County Government Center lot remains unchanged.
Due to the Margaret Street reconstruction project, free, two-hour time limit, on-street parking on Margaret Street, Court Street and Brinkerhoff Street will be limited or unavailable. To address this temporary loss of free on-street parking - used most often by drivers parking for short periods to shop and dine at local businesses - the Common Council decided to create a supply of free, two-hour time limit, off-street parking by suspending all hourly fees in three lots near the construction zone.
Mayor Christopher Rosenquest said, “From the many public engagement sessions we've had, our goal has been to listen and respond accordingly. The availability of free two-hour parking has been a shared concern from the beginning and from the beginning my office has said we would be flexible and responsive.” Rosenquest continues, “Taking paid parking off-line for these lots makes the most sense and we have no issue making this temporary adjustment. As this project progresses, we’ll continue to monitor all of the moving parts and continue to make adjustments.”
The electronic parking pay stations in the three affected lots will be covered and signage updated to reflect these changes. On-street parking in those downtown areas unaffected by construction remains free and limited to two hours, Monday through Friday from 8:00 a.m. to 4:00 p.m. Please see the updated parking map for an overview of the changes.
These temporary changes to the downtown parking enforcement system will remain in effect until substantial completion of the Margaret Street reconstruction project. Upon substantial completion, hourly parking fees will again apply in the three affected lots.
