1.04 TO: POTENTIAL BIDDERS
A. The Common Council of the City of Plattsburgh is requesting sealed bids for the following (3)
Prime Contracts for alterations and addition to the existing City Parks toilet facilities structure
and site construction/improvements at the Melissa Penfield Park located at 139 Boynton
Avenue, Plattsburgh, New York 12901.
1. General Construction Contract
2. Plumbing Construction Contract
3. Electrical Construction Contract
B. Bids will be received until 2:00 P.M. on August 07, 2024. The Bids will be publicly opened
and read aloud at that time in the Common Council Chambers of Plattsburgh City Hall.
C. All Bids shall be submitted in sealed envelopes via hand delivery or common carrier with the
name and address of the Bidder, the specific contract of the three (3) Prime Contracts listed in
Section 1.04(A) above to which the bid applies, and “City of Plattsburgh - Melissa Penfield
Park” clearly marked on the face of the envelope. Bidders submitting bids for multiple contracts
shall submit a separate sealed envelope for each bid. The sealed envelope(s) shall be
addressed to:

D. The complete Bid Package should include everything defined as outlined in Section 00 3100,
available project information, Part 1 Paragraph1.01(L.)
1. Signed Bid Form including Base Bid
2. Certificate of non-collusion
3. List of the last five projects completed, including a contact name and phone number
4. Bid security in the form of a Bid Bond or Certified Check of a sum no less than 5% of the
Bid amount
5. Sub-contractor list in accordance with section 00 7300 - 2.01 B.
E. Project Description: The project includes site improvements, miscellaneous alterations and
addition to an existing city park accessory 1 story masonry & wood framed toilet facilities with
kitchenette & meeting room.
F. All bidding and contract documents may be obtained at no charge by visiting the City's website
at https://www.cityofplattsburgh-ny.gov/Bids.aspx.
G. Refer to other bidding requirements described in Document 00 2113 - Instructions to Bidders
and Document 00 3100 - Available Project Information.

H. The successful bidder will be required to provide Payment & Performance Bonds in the amount
of 100% of their contract for this project.
I. A pre-bid inspection of the work property for all prime bidders as well as interested sub-
contractors is scheduled for Tuesday, July 16, 2024 at 10:00 A.M. EST at the construction site, Melissa Penfield Park located at 139 Boynton Avenue, Plattsburgh, New
York 12901, all bidders to meet i nparking area adjacent to exitig toilet facility.
J. Submit your offer on the Bid Form provided. Bidders may supplement this form as appropriate.
K. Your offer will be required to be submitted under a condition of irrevocability for a period of 45
days after submission.
L. The Owner reserves the right to accept or reject any or all offers.
M. This project is considered a Public Works Project and Prevailing Wage will apply.
